Rwanda Petroleum Sector

Overview

Rwanda’s petroleum sector plays an important role in supporting economic activity and the daily lives of people across the country. Petroleum products are essential to transportation, logistics, agriculture, construction, manufacturing, hospitality, and many other sectors of the economy.

As a landlocked country with a growing economy, Rwanda relies on efficient and reliable petroleum supply chains to ensure that businesses, institutions, and consumers have access to the energy products they need.

The petroleum sector therefore remains an important component of Rwanda’s broader energy and economic development agenda.

Policy & Regulatory Engagement

The petroleum industry operates within a complex regulatory environment involving taxation, customs, standards, licensing, environmental requirements, safety, transportation, storage, and market regulation.

ASSIMPER works to facilitate dialogue between industry participants and relevant authorities on these issues.

Through consultations, meetings, submissions, technical discussions, and stakeholder engagements, we contribute industry perspectives to policy and regulatory processes.

Our objective is not only to identify challenges but also to help develop practical and sustainable solutions.

Petroleum Importation

As Rwanda does not currently produce significant quantities of conventional petroleum products domestically, the country depends heavily on imports to meet its petroleum needs.

Petroleum products are brought into Rwanda through regional supply chains and transported mainly through neighboring countries and established regional transport corridors.

Efficient importation requires coordination among importers, suppliers, transporters, storage facilities, regulators, financial institutions, customs authorities, and other stakeholders.

ASSIMPER represents petroleum products importing companies and provides a platform for collective engagement on issues affecting the importation and supply of petroleum products in Rwanda.
