Advocacy

Representing the Voice of Rwanda’s Petroleum Importers

The Rwanda Association of Petroleum Products Importers (ASSIMPER) advocates for a fair, transparent, predictable, and competitive business environment for petroleum products importers in Rwanda.

We serve as a platform through which our members can collectively raise industry concerns, share expertise, and contribute to discussions on policies and regulations affecting petroleum importation and the wider petroleum supply chain.

Our approach to advocacy is grounded in evidence, constructive dialogue, collaboration, and the industry’s collective interests.

Our Advocacy Role

ASSIMPER engages with government institutions, regulatory authorities, industry stakeholders, and other partners to communicate the perspectives of petroleum products importers and contribute to the development of effective policies and practices.

We seek to ensure that decisions affecting the petroleum sector take into consideration the realities of the industry while supporting Rwanda’s broader economic and development objectives.

 We advocate for:

  • A fair and competitive petroleum market
  • Transparent and predictable regulatory frameworks
  • Efficient petroleum importation and supply processes
  • Policies that support reliable availability of petroleum products
  • Improved efficiency throughout the petroleum supply chain
  • Constructive public-private sector dialogue
  • Responsible and sustainable industry development
  • A supportive environment for investment and business growth

Petroleum Products in Rwanda

The petroleum market in Rwanda includes a range of products used across different sectors of the economy.

Key petroleum products include:

  • Petrol
  • Diesel
  • Jet fuel
  • Kerosene
  • Liquefied petroleum gas (LPG)
  • Lubricants and other petroleum-related products

These products support mobility, commercial activities, industrial operations, aviation, households, and other essential services.

Reliable Petroleum Supply

Reliable access to petroleum products is essential to Rwanda’s economy.

Fuel supports transportation, agriculture, manufacturing, construction, trade, logistics, and numerous other economic activities.

ASSIMPER therefore promotes policies and initiatives that contribute to the resilience and efficiency of Rwanda’s petroleum supply chain.

We work with relevant stakeholders to identify potential supply-chain challenges and encourage solutions that strengthen the reliability of petroleum product availability.
